Pretty boys' looks are youthful and somewhat cute, something I'd call "subtle masculinity", whereas chads' looks are purely masculine and can sustain baldness. Also the guy you linked has too big forehead which paired with baldness makes him look like a pinhead.
This guy, although still would look better with hair, can pull off the bald look, because he looks more mature and less cute. Same for the coomer king, one football referee and voice actor for agent 47 of Hitman series:
