not enough houses. look at the shitty wooden houses in SF built like 100 years ago.

new development are severely restricted.

and also, geography, if you look at SF map, you can see geographicaly they can't expand much. its surrouding by sea by 3 sides and can only really expand south. west is the infamous San Andreas fault line itself it would be total suicide wish to build there
