They don't cost much to make, and they essentially have zero accuracy but the point of this "rocket" is to inflict economical warfare on Israel; the iron dome or similar systems MUST intercept them, or if a rocket actually hit and blow up in some houses, it will be bad PR.
Iran actually has a robust industry. They could produce half sophisticated weapons, and had done so for a long time; Iran was an ally of the west, which during the time period, received weaponry such as M60, Chieftain tanks, UH1, AH1 helicopters, and even the top of the line (at the time) F14 tomcat jets.
Iran has demonstrated the ability to innovative on existing designs and manufacture them.
