I didn't realize I was balding untill last year and it was too late. Apparently I've been balding since 16.

That sucks. If it happens in your 20s you are old enough to catch it and probs have a job and shit at that point so can go onto finasteride. But at 16... probs you just thought it was puberty or didn't notice it. I think fin/minox could maybe still save it, especially if as you say it looks fine if grown out (so just keep it that way with fin and always grow out your hair).
