Disclaimer: I am not against Muslims or Islam itself, but I am very much against this particular brand of Arab supremacist sect.
Other than Qatari/Saudi efforts (though have been in decline due to secularization), there are couple of other groups that influence others.
Meet Muslim Brotherhood, the international lobbying/subversion group.

They're designated a terrorist group by Russia and Arab nations undergoing secularization.
Their goal is to islamize nations; not Islam as in the religion itself, but their particular brand version of Islam through their network of mosques, community centers, influencers, and more.
For Islamic countries, they seek to make the local Islamic authority more extreme and arabized (such as Indonesia)
For secular countries, they seek to islamize it.
They have network in Western Europe, the Western world, and Southeast Asia.
Their goal, while not stated, is Arab supremacy. The leaders of their organizations are all Arab advised or Arabs themselves, even in places like SEA.
