Venting Most parents do not know how to raise their kids

There is this kid in my neighbourhood and his parents let him roam around .

There are two dogs that I have but my parents do not keep them inside home but they are kept within the home's boundary walls .

This kid literally opens the gate and let's the dogs out and then closes the gate again so the dogs cannot go inside the boundary, I saw this from the cctv camera. I have told him not to do this , even my parents have told him not to do this and yet he keeps doing this .

My main concern was that he might harm my dogs , but fortunately he does not.

I think the main reason why dogs bite kids is because parents do not tell their kids to stop touching random animals and someone's pets.
