Title. Both contribute to low fertility for sure, bhe main problem is not having children at all, not having just a few children, and couples who do have children are mostly around or above replacement in most countries.
In the EU for example, households with children are split about 50/50 between those with one child and those with two and more, and since the latter has no upper boundary to the number of children, that very likely means that those households, as a whole, are above replacement in the EU.
Same outside of the EU as well. Even in Japan, which is the poster country for population decrease, couples with children are above the 2.1 replacement boundary, while in a country like the US, couples with children are above 2.6 children per mother

This'll definitely have interesting political implications. It's nowhere near certainty, it's more so 60% correlation or so if I remember right, but children to tend to inherit their parents' political beliefs, and we know for a fact that rightwingers have higher fertility rates than leftwingers and that the latter are much more likely to be childless or unmarried (or both) than the latter
