It was a high effort mod with voice acting and NPCs and in this once scene there's a barber shop
and a ghoul is talking to a super mutant
and he asks him to let him smoke up inside, but the mutant wont let him
so he says something like "pass me the fucking smokes or I'm gonna do the noise"
and he starts doing a very annoying screetch in his ghoul voice kind of like in dumb and dumber

and he gets the smokes just so he would shut the fuck up. It was genuinely funny, Bethesda could never.
It was one of those game moments where NPCs actually dont simply react around the main character, and do nothing else while u arent close, its as though they have genuine lives and u just happened to be near
