It's just anime, though. Every girl who fangirls over anime boys or K-Pop is likely going to end up with an "older mature Real Man". It's just their way of balancing out the differences and desires.
I did see a few girls who were after feminine guys in real life, too or someone who is more neutral, but it is very uncommon and they still expect masculinity from them.

You're also forgetting that they might simple see themselves in Levi. "Short = girl", "short and not obviously masculine looks = a girl". They always expect everything to cater to them. It's like the whole deal with "white-washing". If a character is accidentally or stylistically made to look slightly less black or tanned, they'll act like the whole world is guilty. But if the character is black-washed on purpose or turned into a woman - that's perfectly fine and cannot be questioned.

Kuroshitsuji (Black Butler) is another example. Ciel and Trancy are both males, but the fangirls keep acting like they're girls made for them and only them.
