Maybe it's a short guy. I don't think rockstar has the balls to add kids

There may be kids in missions but I cannot believe they will put the player in a scenario where they could kill a kid
Rdr2 had children but they were protected NPCs that the player couldn’t attack even if they wanted to. It will most likely be the same in GTA 6.
 
they could theoretically add kids if they weave a pituitary dwarfism virus into the plot.

I like how the first two Fallout games handled it. Kill children if you want, but you gained the reputation of "childkiller" and many NPCs hated you on sight and you would get bounty hunters after you as random encounters.
 
That's not going to happen. Keep in mind Rockstar develoeprs actually thought about implementing children during the very early development phases of GTA IV (before environment artists made the whole landscape in 3ds Max) but such concept was (and will likely) never be implemented in any of these GTA titles due to potential and major mainstream media backlash. Think about Hot Coffee and all the public (and political) controversy that arose from restoring that kind of cut content (which was a whole fully-functional sex system although being completely commented on the final build).

Fun fact, there is a (female) NPC in GTA 4 that is implied to be a teenager. You will be able to find it in some specific neighbourhood within Bohan which I don't remember at the moment.

Hello, Solid State. I'm one of the main Bethesda enthusiasts in this community. Children were actually intended to be killable in some stage within Fallout 3 development but they were later made essential characters (non-killable) as either Emil or Todd somehow disagreed with the idea of allowing PC to kill minors. Fortunately enough, you can edit this behavior through G.E.C.K (this also applies for F:NV as it uses an improved version of Bethesda's Gamebryo engine for Fallout given memory optimizations had to be made because of the larger scope that was initially envisoned for Obsidian's Fallout) ALTHOUGH you'll have to reimplement NPC records as the gore meshes will be botched upon actor's death (in this case, a child which are pretty much ***another fun fact*** scaled down NPCs (through the actor's scale slider)). :)

What I miss from Bethesda Fallout is how having an intelligence of 3 or lower in the first two Interplay games would give you tard-speech in your dialogue options and NPCs would react to you much differently.

what is the second screenshot supposed to show? first 100% looks like a child, if that's an adult it must be a really small one. I don't see how/why rockstar would add kids though?

shes in broker, not bohan, in michelles neighborhood. I know what you're talking about. Shes like a head shorter than other npcs and has a really young voice.

Then do what you have to do: kill her and record it on a game capture device (if you're on Xbox 360) and later publish it here.
