They've effectively done the inverse of this in America and many other western countries for half a century. Except instead of lowering men's scores, they just lower the bar for women. For both college admissions and hiring, female candidates are given preference over male candidates even if their credentials are somewhat lower. (See: Affirmative Action) It's especially ironic considering that most colleges in America are close to 60 percent women.
