I'm not sure actually. I've been watching some videos about longer term GDP per capita development of various countries recently (as I've said a couple of times on here, it's a miracle I've been classified by two different psychologists as perfectly NT), and Czechoslovakia was for sure richer than USSR, as was Hungary, the Baltic republics were richer than the rest of the Union, Yugoslavia was also better off but it was not under Soviet control despite being communist. But as for the rest, from what I've seen the USSR is usually rated surprisingly high in those comparisons.
Though of course, those tell only a part of the story, and it is generally assumed that the USSR was worse off on average than most of its vassal states, except maybe Poland and Romania, which were likewise painfully poor during the communist times.
