Thinking of buying a cheap gaming laptop. There's an asus model with this gpu specs. Wonder of it fine enough for modern gaming.

Doable but laptops are usually overpriced unless you need it for travel but other than that build pc urself and you will have more spare money for better gpu or other parts
It's decent, though I use a rather below average subpar PC...

The absolute minimum for any gaming aspirant should be RTX 2080.
Why not 4090 ti?

Actually my old laptop broke and I may have to buy a new window device. I do shift regularly and have to take it with me so can't be pc. So I thought of getting an all in one device instead of a laptop and a pc

High end Ampere and RDNA 2 graphics cards are shitting in price due to eth merge and new 40 series. I myself snagged a used RX 6800 XT for about $410 US.
You can pick up far better cards for a little more money, I saw 3070s used going for around $350 and 6700 XT for $300 on ebay.
1650 can play older or light stuff but it's not gonna last for long and you're not gonna get the best value

you should get a 4k monitor (165 refresh rate) 4090 rtx, ik12900 processor, with 3 tb of ram.
