Is multi-posting a bug or allowed now?

It used to be that if you have the latest post in the thread and you post again that your posts get merged.
Now they stay seperate, allowing to postmaxx without having to wait until someone else replied.
Is that a bug or is it supposed to be like that?
Is making a thread and replying to yourself over and over again to postmaxx legal?

To be honest, just give everybody 10k postcount after registration. Postcount isn't worth anything anyways since they allow postmaxxing.
