That would be the holy nation they think women are evil and keep them as property your squad has to have a human male to go through their lands without issue otherwise they'll assume your party is escaped slaves or those who should be slaves (they hate non humans too) except robots and those with robotic prosthetics those they kill on site. To be fair on the robot position there is hints in the game that robots basically heavily damaged the planet and humanity and the second empire was extremly ruthless and run by somewhat insane machines
