I feel more like the boss of a stage in an area that gives the impression of limnality and quiet despair such as futuristic ruins or some sort of crumbling industrial complex.
Not so much "evil" but still a threat akin to a rabid animal or a damaged machine that somebody has to put down out of necessity/pity.
