This kind of warhead releases smaller sub-munitions that spread over a large surface. It is unclear if these sub-munitions are set to explode immediately.
They can be equiped with a random delay fuse, making them explode randomly over next few hours or days.
Why this matters:
- The warhead impact covers a bigger area
- The danger is not over with the missile impact, it starts with it
- Demining is very difficult, you first need to find the sub-munitions as they can be lodged everywhere and demining them is also very difficult as you don't know when they will explode
If you think that's evil, well the US has been doing exactly this in WWII and during the Vietnam war.
