You mean when did the whole TFL movement start? Well IDK but around the mid 2000's is when the terms TFL and incel were being tossed around, but it's been going on for much longer than that. I say 90's is when it got worse. It was already bad beginning in the 1960's after the sexual revolution began. The suicide rate for men went up that decade and the suicide rate for women went down. By the 90's with the advent of the internet is when suicide rate for men went slightly down. Internet helps us cope better.
