An official response from the UK government explaining why they will not change poorly written legislation in the Sexual Offences Act 2003.
Victims of rape and sexual violence show immense courage in coming forward – and they must have confidence that the right support will be there when it is needed.

All non-consensual sexual activity is dealt with by specific serious offences, including those that can be committed by a man or a woman. The sentences available are significant and reflect the seriousness of the offending.

Sexual violence against men is treated just as seriously by the law and forcing a man to have penetrative sex, for example, (under section 4(4) of the Sexual Offences Act 2003) carries the same maximum sentence as rape – life in prison.

Issues surrounding the definition of rape were considered and consulted on prior to the introduction of the Sexual Offences Act 2003 and, during the passage of that legislation through Parliament. In the consultation there was a considerable amount of agreement that rape should remain an offence of penile penetration.

We therefore have no plans to amend the legal definition of rape in the Sexual Offences Act 2003 as suggested by this e-petition, but make it clear that behaviour captured under S.4(4) carries a life sentence unlike under S.4(5)s

Rape and sexual abuse support services across England and Wales have been awarded increased government funding totalling £24m over 3 years to help even more victims. The money will go towards a range of services, providing free tailored support and counselling to help victims cope with and, as far as possible, recover from these horrific crimes.

Among the services receiving funding are a national helpline and a webchat service for male victims following a significant rise in the number of men and boys coming forward to report crimes and access support.

Funding will also see the number of Police and Crime Commissioners (PCCs) areas with government-funded male support centres nearly quadruple from 11 to 41. This is in addition to the £68m provided this year to PCCs to commission support for victims based on local need. We remain committed to tackling sexual offending in all its forms.

In this reply the Ministry of Justice quotes S 4.(4) as justification why they will reform the legislation, which says:
(4) A person guilty of an offence under this section, if the activity caused involved—
(a) penetration of B’s anus or vagina,
(b) penetration of B’s mouth with a person’s penis,
(c) penetration of a person’s anus or vagina with a part of B’s body or by B with anything else, or
(d) penetration of a person’s mouth with B’s penis,

is liable, on conviction on indictment, to imprisonment for life.
This definition does not account for if A forces B to penetrate A. only if A forces B to be penetrated by someone else or if A uses an external object to penertrate B. If a woman forces a man to have sex with her she can not be charged with rape.

Where I live, a woman can't possibly be a rapist, even if she penetrates the man's anus/mouth with something.

One notion is that males are less traumatized by the abuse experience than females are; this includes the belief that males are less negatively affected. Studies show that the long-term effects are damaging for either sex and males may especially be more damaged by social stigma and disbelief of their victimization. It is noted by Eogan and Richardson that male victims tend to feel more intense anger than female victims, while both go through similar feelings of distress after the rape. Frazier (1993) studied 74 male and 1,380 female rape victims. She found that the depression and hostility are more profound on male victims immediately post-rape than on female victims.
The suicide rate for sexually abused males is 14 to 15 times higher than for other males. McDonald and Tijerino found in their research that some participants state that there were occasions on which they felt so bad that they engaged in self-harming behaviors, including suicide attempts, and/or had suicidal thoughts. There is also a study that shows that rape victims are 4.1 times more likely to contemplate suicide and 13 times more likely to attempt suicide than non-crime victims.

Male victims received more ancillary injuries and were more likely to be threatened with a weapon by the perpetrator. The symptoms and injuries most frequently noted are tension headaches, ulcers, nausea, colitis, abrasions to the throat, black eyes and broken bones. The study by Stermac and colleagues (2004) noted that 45% of male victims who went to a hospital sexual assault centre had some type of physical injury (25% soft tissue, 20% lacerations)

Tanya Lord who raped a man in the UK.

I would say male rapes are
under reported for obvious reasons.
