That's what Garry's Mod is for, tbh. There was a YouTuber (since deleted) who re-enacted many school shootings in Garry's Mod. In my giga-edgelord phase, I also played many school shooting games just for the lulz.
I heard about this version a couple years ago, and as a result, I downloaded it, and apparently it was a demo version of some sort? And the version I got was literally just my character in the map with no gun. No one in the school or around it or anything either. If you can find a torrent with the fully working game, please let me know.

Thank you for this. Wow, I'm glad I didn't pay full money for the game, lmao. There was like, 48 people throughout the whole map, and I managed to kill them all in minutes.
