Jails don't cost a lot of money. If one person goes to jail, the state loses no money. They're not going to hire a guard for each person who gets arrested. In some ways, we need to spend less and more on inmates. We need to pay inmates the minimum wage if they work. We need to give slap on the wrist punishments.
