Eugenics isn't working how it should. In theory only healthy attractive men and women should be having kids. But in this clown world, ugly or unhealthy women are still allowed to have kids, which allows incels to still be born into society.

It is possible to go either way:

---- deprive sub-9.5 humans from sex altogether.
or
---- allow sub-9s to have sex, but prevent them from breeding altogether.

A middle way would be to incentivize 9+/10 people to breed with each other (e.g.: pay them to breed) while also disincentivizing the breeding of sub-9s via contraception, taxes, property costs, marijuana, fentanyl, pornography, social media, online dating, chemicals in the water etc.
