This hypothetical happens (as frustrating as it can be for the subject of it if denied more), though the matter of genuine and affectionate is tricky. I only count that it was indeed passionate if it was a french kiss, instead of the usual generic kissing, even if constant during a date, because the usual kiss doesnt involve as much effort as the french one, which is the ideal kiss that displays lust intensely. If the kiss was tongue-related, then it is likely that sex could eventually occur, but still not confirmed. It is even less likely for the date to progress if the female wont even allow fully appreciation of her neck area by the male date, which sucks for him. Getting to have sex, oral or penetrative, is on another level of engagement between the two parties. Lux´s vote on that matter is set.
