Maybe, since light eyes in Central Asians are probably associated with a higher level of Middle-to-Late Bronze Age Steppe ancestry, and light eyes in MENAs are probably associated with the same (or maybe with ancient Roman or colonial French ancestry). Thing is, it would be the ancestry that’s the predictor of IQ here much more so than the eye color.
I think the mistake you may be making here is singling out eye color. You mentioned above that even controlling for race, eye color seems to be correlated with higher educational achievement. I’d chalk this up to blue eyes in Europeans being primarily a Nordid trait, and Northern Europeans IQmogging Southern Europeans on average. So it wouldn’t necessarily be blue eyes, but rather Northern European ancestry that’s correlated with a higher IQ.
Phenotype is generally an indicator of genotype, but it’s not always a good one. There are Northern Europeans with darker phenos (e.g. Atlanto-Mediterranid presence in the British Isles or Dinarid presence in Germany) while Southern Europeans can be phenotypically Nordid. Doesn’t necessarily mean that a light Southern European is more genetically Nordic than a darker Northern European.
To put it simply, I agree with you that light eyes probably have a correlation with high IQ, but I’d guess it’s a weak one as opposed to a moderate one (when controlling for race)
