Pre-crime. Criminal justice systems are focusing on crimes not yet committed. Pre-crime has been defined as "substantive coercive state interventions targeted at non-imminent crimes". That's how the world has become. Indeed it is psychopathic and wrong and we all have a right to be damn angry.
