I think the answer to why people are into fetishes is two fold:
The first is trauma, especially early on. If you had a very weird experience early in your development around something, you are more likely to have that thing develop as a fetish. (In the case of feet, that could be getting stepped on for instance)

The second explanation is more unique to the foot fetish in particular, which could explain why it's the most common:
