A face covering is one of several effective counters against Chad. My point is that these are man made rules.
Let me give you an example regarding Catholicism as explained by Elaine Pagels in The Gnostic Gospels. The Catholics achieved military control from the Roman Empire and used it to collect taxes. They destroyed earlier primitive Christian groups such as the Gnostics.
These were men who wanted power (sex and cash). Modern Islam is no different. Muslims point to the Qur'an when in fact they should be pointing to each other.

Qur’an 24:31, which tells believing women to dress modestly and draw their khimā (a covering) over the chest.
Qur’an 33:59, which tells women to draw their outer garments or cloaks around themselves.
