yeah uh why did they seize it? usually they only seize either piracy, hacker or dark web forums. not this stuff unless the owner was doing something behind the scenes.

yeah that's why hackers use something called proxychains with Tor, because then you can connect to the tor network beforehand then connect with multiple proxies making it extremely difficult to trace.
