This happend to me half-way trough puberty, and it still isn't going away, and it has a good chance of staying forever.
I went to a dermatologist once to get it checked out, and he said that it just were some spots mixed with some acne, and that it should disappear once I used a specific kind of oil he prescribed.
A year later and it still hasn't got better, even a little bit.
This is one of the major reasons why you'll never catch me wearing ANYTHING without sleeves, I don't care how warm it gets.
