I think it would be pretty simple.

The government could do a secret project to domestically manufacture all tattoo ink to be made with uranium or something that would go unnoticed until it's too late. They could make a regulation that makes it so only this type of tattoo ink is allowed to be used.

That would have to wait until the tattoo herd is culled. That would go more noticed than radioactive tattoo ink.
