It is very natural for people at this age to be having sex. Actually, it's near the peak of fertility.
The problem is that these people are not getting married. "It is insane for people to be getting married that young!", you may proclaim. To that, I say: Many past civilizations have practiced young marriage. Up into the 20th century isn't wasn't rare for girls to marry even at ages 14 and 15. Many Middle Eastern cultures marry young as well, and some even at young ages such as 13 year olds. Getting married at 16 isn't ridiculous at all.
"Why would this be a good thing?", you may ask. To that, I say: Human beings were never meant to experience multiple relationships. Human beings are naturally monogamous creatures and experiencing multiple relationships, especially those of a sexual nature, destroys ability to pair bond in appreciate a spouse. This can be seen in studies that show increased divorce rate with higher sexual partners, as well as higher divorce rate among people who have already divorced.
Also, this culture of sifting in and out of relationships is not only bad for those involved, but for those outcast as well, as it creates hypergamy. If every man and woman is married young, there will bee no women bouncing around numerous men (And sometimes only because those men are unfaithful). Virtually everyone will be matched.
Finally, divorce, except for adultery, would bee illegal. Adultery would be punishable through life in prison, as there is no excuse for it. I fully support 16 year olds having sex, but within the confines of marriage.
