The only time I've seen men under 5'6" were very old men, downies and maybe once or twice have I seen a young guy under 5'6". Once in public transportation and a year ago in my college.
He was 5'5" - 5'6", but he looked like a midget. He stood out so much and many people thought he was someone's 12 year old brother or something. The way he dressed didn't help either (skinny jeans, faggy high top shoes.) People laughed behind his back and always joked about his height.
