I think very few people can understand this because from birth we are conditioned to listen to what people say and take their words as being at least somewhat true. So you have to actively train yourself against your conditioning to see what human beings truly are.
Most of what comes out of a human's mouth is a lie. They are biological machines programmed to do whatever they feel is good. For example, even parents will lie to their children and try to pressure them or brainwash them into having grandchildren, no matter if it's against their child's interests or capabilities.
Therefore, when interacting with a human or hearing what they have to say, we must stop listening to their words. We must immediately think about what they have to gain from saying those things, what their words seek to accomplish and how it makes them feel. And I must emphasize the word feel, because human beings love to believe they are rational, when in fact they are beings governed by their feelings and rationality is just a tool to get what their feelings dictate.
But people aren't stupid. They will use half-truths and various other techniques to gaslight you and manipulate you. Society as a whole is basically one huge mechanism full of weapons to control you and manipulate you to act against your own interests and according to those of others.
Thus, it's not only governments that operate this way, saying one thing and meaning and doing the exact opposite.
