Scenario: A Mongoloid country where the former Soviet Union introduced Caucasoid ethnic minorities whose blood does not belong to the soil (partially via immigration from deportatees to Siberia). We can't kill them nor deport them due to international laws, so we will exploit them instead.
Mongoloid Majority: Racially pure, dominates the country, outnumber the minorities 100:1.
Hapa Minority: Nomadic mystery meat population living in a designated city, allowing them to be easily managed.

- On paper, consider Hapas equal to avoid sanctions from human rights organizations
- Preserve racial purity of the Mongoloid majority while keeping mixing pathways to a minimum
I would implement these measures:
Cultural:
- Build Hapa restaurants in our capital staffed by Hapas, make the food deliberately Mongoloid-like (Panda Express style)
- Make Hapa zoos where "cultural exchange" is available 24/7.
- Promote harmless aspects of Hapa culture like Borscht, suppress harmful aspects like Orthodox religions.
- Promote Hapa show on TV and make them look as ridiculous as possible, whitefaced, exaggerated bunny-hopping dances, deviant from actual cultural norms, fake praises to the Mongoloid race; this is intentional to humiliate them.
- Invite the Mongoloid to dance with them wearing the exaggerated clothes.
- Avoid Hapa faces on TV; blast them everywhere if they commit a crime or do the ridiculous dances.
Religion:
- Make Hapas eat forbidden food and advertise distorted culinary (Pork Kebab) as "traditional Hapa food".
- Make them pray to a photo of the Supreme Leader, direction towards the Capital.
- Make them walk around the national religion temple 10 times every year, increasing in speed every circling.
- Subtly include icons of forbidden religious items in products.
- Make the city official app have a picture of a cow, pig, and snake.
- Change their religious text to interpret the Supreme Leader as God with Mongoloid races as angels.
Politics:
- Create a national Hapa advisory council with no power.
- Create a Hapa city administration with powers limited to the city only. The Hapa leader will be approved by the Mongoloid majority.
- Ensure that only pure Mongoloid be promoted into national administration positions.
Work:
- The Hapas will be stuck working in lower tier jobs like food delivery and blue collar jobs.
- The jobs they have will be managed by Mongoloid managers, with less worker rights than the Mongoloid workers.
- They will rarely be hired due to cultural perspective on them being stupid and lazy, as well as Mongoloid bias.
- If they work outside their city, they are more vulnerable and can be exploited harder.
Language:
- Write the instructions for machinery, social media, and daily life are not written in the Mongoloid language.
- Only promote Hapa language key phrases like "hello" and "goodbye".
- Make a ridiculous Hapa-Mongoloid bridge language, but only spoken by them, disguise it as a "concordia language".
Tolerance:
- Tolerate hate speech against the Hapas so the Mongoloid population have a target to vent their frustration on.
Education:
- Give them low grade education, with little to no subsidiaries for university.
- Gear the education towards loving their country, Mongoloid language, and how grateful they should become to serve the Mongoloid man.
Surveillance:
- Bug the smartphones sold there.
- Monitor the internet traffic from there.
- Fill the city with AI cameras designed to track Hapa faces.
- Make the face AI bad in a way that makes the hapas point to their taller nose bridge to identify themselves as a Hapa in front of the camera, requiring them to move their heads in multiple angles.
- Force the city to use a super app for daily tasks.
Punishment:
- Build two prisons, a max security prison, and a minimal security prison.
- Send the minor criminals to max security, and dangerous criminals to minimal security.
- Make them repetitively do nationalistic rituals there.
- Force them to choose "are you a terrorist?" question every time they use their super app. Misclicking yes will get a SWAT team sent after you.
Social:
- Force Hapa social media users to use real life mugshot-styled ID-card profile pictures with a prefix of [Hapa].
- Amplify their TikTok algorithm to provide maximal 6-7 brainrot.
- Promote diverse views within the city to keep them infighting.
- Show subtly wounded released Hapa prisoners talking about how they are renewed while thanking the Mongoloid race.
- Double the amount of advertising on their phone apps.
Infrastructure:
- Build them the latest untested infrastructure, to make them beta testers for the latest technologies with 'savior' Mongoloid workers to coming over to maintain and repair them.
- Install the fastest 5G internet possible to pacify the population with brainrot and to spy on them.
- Build toilets and public showers on Hapa sacred sites.
Conclusion:
