ISIS doesn't kill you for no reason either. Usually the reason is that the victim is part of a propaganda or terror video, or that they believe their religion orders them to do it. Not saying that's a GOOD reason, obviously, but it is a reason, nonetheless.

The cartel avoids killing Americans by all means necessary. A LOT of the higher end resorts and tourist areas in Mexico, which rake up hundreds of millions a year, are owned by the cartel (not to mention their government, too). Bad press in Mexico equals bad business for the cartel. As long as you don't fuck with them you're fine.

If you hear of someone getting targeted and being robbed or killed in Mexico, the perp of the attack is usually someone from a relatively unknown, small gang. Those who actually get killed by the cartel either fucked up really badly or got caught in crossfire.

Also, if the cartel target massive amounts of Americans for killing, there would probably be hundreds of thousands of troops sent to Mexico. They don't want that either.
