Depends what you mean with "north africans". Maghreb was originally populated by berbers, who looked basically european. This for all antiquity and early middle ages. Then after the surge of Islam the arab conquerors took over the area and mixed with the berber population. Later, there was some mixing with black africans too. The result is what you see today: a population that is basically an admixture of berber, arab and african people. There are still a few "pure" berbers around there. They look european and sometimes even have light eyes or even hair. They are very rare though.
Long story short, if by "north africans" you mean the original berber population of that area, since antiquity but they are virtually extinct. Current population has been there for several centuries.

I doubt there's any population anywhere in the world that's exactly the same genetically now as it was was 2000+ years ago. People always move and mix around.

Yes, but in this case the population didn't simply change, it was basically replaced. What you see today are mostly arabs from the middle east (plus some other admixtures).

It's probably more the culture that was replaced than the actual people. It's similar to the Anglo Saxon invasion of Britain/England. The culture became dominantly Saxon but the original people remained, mixed in with the Saxons and later the Vikings.
 
North Africans mostly come from Japheth and not from Ham like sub-saharian Africans.
 
North africans are blend of europeans and middle eastern due to their proximity to both regions. Thats why they dont look like they just walked out from a mud hut in the congo. Also the sahara desert is a literal barrier between north africa and sub saharan africa so there was not we much traffic between north africa and the rest of africa until recently
