How do we enforce monogamy without religion?
Well analyze the things that makes a religion successful for monogamy, and then realize that you failed to recreate those conditions.

Somehow make it socially unacceptable to be a whore, make Tinder-esque apps illegal, curfews, make adultery illegal, stop offering single mother benefits, abolish no-fault divorce.
You can't, because secular punishment is not enough of a deterrent. People need to fear divine punishment too.

Killing people is probably the only effective secular deterrent, but obviously this won't fly very well nowadays and is too barbaric even for me.

As much as i agree, i also disagree. If me and a hypothetical girlfriend want to fuck but aren't married, i'm gonna fuck. Restricting us to marriage is dumb. What if we don't sexually connect? What if one of us find out we don't enjoy sex? Finding that out after marriage is too long of a wait. Once you're married, divorce is too much of a pain in the ass. I do feel like a max of 10 "Test drives" before marriage should be legal though. Just to make sure your compatible sexually, before considering marriage. Just a thought
It IS nobodies business. How i fuck her is only our business. One of the things that made me leave my religion is the fact that they limit you to what you can do sexually with your wife, even when you're too legally married adults. I get it. I fully support the idea that both partners should stay loyal. Maybe make a law in which cheating results in either a fine, or a year in prison. To be honest if that happened, we would see the amount of prisoners increase by the thousands every day. we would have to build so many prisons, not only taking up space, but needing alot of money. Maybe another way would be better (i don't think killing them is good)
