The only legit thing I learned from my PUA days was that the key to getting women is being able to quickly identify which ones are down to fuck. If she is down to fuck she will make everything ultra easy, but will not tell you she is down to fuck unless she had a few drinks in her, or is a turboslut.

Ahh i'd disagree with you there brother, i think the standard for cold approaching would be at the VERY minimum at 5ft9 with a 5/10 face and a somewhat average frame (could be slightly on the smaller side, but make up for it with clothing).
With that you could probally do 100 approaches and get 1 lay.
I know it's anecdotal but i've seen a few people that are pretty low inhib with stats similar to that get lays from daygame with their looksmatch or above.

That being said, obviously the more positive attributes you have the more likely you are to succeed.
It's only over if you have:

absolutely tiny frame (can be salvageable to an extent if combined with height and good face like zyros)

Might as well share my 2 cents on the matter since I was into PUA stuff some years back and did some approaches, incidentally, that's how I got blackpilled (I'm at 2% attractiveness [aka 98% of local males mog me as perceived by local women]).
Don't approach anyone during their working hours, that one should be common sense. You can however be slightly flirtatious, or do small things to get them to notice you. e.g : The cashiers at my local grocery store all have name tags, sometimes I'll go out of my way to call them by their name "Good evening Mrs 'x' you are looking good today", those kinds of things might pay off at some point in the future.
I'd recommend reading any of the common books on body language, not specifically to attract women, but on how to behave around men too, there are tons of little things you can change that overall make a difference, I can really tell that people around me don't longer get the "incel" vibe from me, women in the office would say I'm eccentric, yet they respect me, even when they wouldn't date me.
