Complete abstinence never works, or at least very rarely does. "Baby steps" do.
Is like the whole "I will stop eating chocolate in 2023", this person may last for 6 months, but the longer you go COMPLETELY without it, the harder they will fall. As soon as they relapse, they will eat chocolate until they have diarrhea.
I used to jerk off multiple times a day.
Now I only do it once per week, or twice a week depending on how upset I am at being lonely. And this perfectly fine, for me.
What you need to focus on is not to completely cut off jerking off. What you need is focus on reducing and regulating how much you do.
If you want to eat chocolate, you don't have to starve yourself of it at all. Jerking off is not a bad thing, it can be quite healthy, mentally and physically. But you need to regulate it, so it's not a addiction.
Again, complete abstinence NEVER works for curing an addiction (Besides drug addiction).
