This is unironically true to an extent, but not in any mystical or paranormal way. Your conscious will and effort shapes your world around you. Extend this simple idea from people who build technologies or shape society in some way and it starts to make a lot of sense.

I dont know tbh, but I would assume that you could by simply calling out for these beings. I dont think you can "become" one of them if you dont have the blood of the annunaki, but you can get many riches in life from them, but they require sacrifices and deals. Just call out for them in your mind and even in person. Go to the astral realm and ask them for power and what you have to do to gain it from them. You can also try calling out for them in meditation.

I knew someone who was into occult, and how can I see it didn't help anything. Everything is same as before, if not worse, just more evil and annoying
look into energy vampirism. I also have to say it takes alot of time, and often you won't see any big results for years especially if you don't got talent nor guidance. meditation maxxing will the process go alot more smooth.
