Actually a good question. It seems that a lot of indians are quite intelligent. Lot's of more complex coding tutorials ect are made by them on youtube for example. It's probably just that the country is so corrupted and overflowing with people that it's bound to be a shithole.
Because the average IQ in India is about 77. Of course, out of those 1.5 billion people, there are 1% of geniuses with an IQ of 130+ who create software and so on. However, a functioning infrastructure requires a high average IQ, not just 1% of exceptional genius.

Creating and maintaining a sewer system is a really hard job that requires about ~100iq, not to mention other infrastructure.

my guess is curries do well among other races. but on their own curry parasitism/tribal narcissm consumes eachother and destorys growth.

Because like many places in the third world, there is a huge wealth gap between the very rich and very poor, and the rich leave the poor to rot and give no fuck about the slums not having functioning water and sewer systems and because many places are so economically-depressed that they do not have running water or sewage infrastructure, the unfortunate people in these areas have to improvise.
Conversely, the places in India where their superrich people live rival cities like Monte Carlo in terms of opulence and wealth.
To be fair, India has also produced some impressive biotech researchers as well as doctors.
The same phenomenon happens in Brazil which is home to some of the wealthiest people in the world but it is very concentrated in a small number of hands and so large swaths of the population has to make ends meet in filthy, cramped, crine-ridden, favelas.

Rockets and software are narrow maintenance fields of expertise. A software only needs a team of developers to maintain (most of the cases the managers are foreigners) and rockets are highly specialized; they can always get experts from Russia to help them.
The scale of these projects is relatively small.
They struggle with massed infrastructure because these require mass organizing, civil sense, and low corruption.
In addition, no country other than African countries with nothing to lose would ask foreign countries to "build my toilets".
Indians also tend to be poor leaders (see the CEOs in western companies)
Finally, Indians (Desi) working in construction field tend to be poorer quality i.e. get into accidents more.
