As others already mentioned, a lot of people left both before and after, you also have to discount the handicapped and so on, and even in wartime, a country needs to function. You can't just go draft essential workers. I'm not sure how legit it is, but I once read an analysis on this, which concluded that, in medieval societies, the number of people that met all the requirements to be drafted was 1%, while in modern societies it's about 10%. Remember that a lot of people in an army are mechanics, medical staff and so on, and the numbers here start making sense.
