Makes you look fat and throws off your proportions. The ideal body for men is broad shoulders and narrow waistline. This is also why being skinnyfat/having a muffin top ruins your proportions. If you wanted to improve that state (although results are different for everybody, your mileage may vary) you'd have to lose fat (if you're skinnyfat) and focus on upper body training to built neck and shoulders.
