The answer is no for just your random job paying $1,200-$1,500 a month.

For the better jobs qualifications help, but the salary still isn't massive (i.e. you top out at like $2,500 a month in Thailand with the best qualifications - admittedly that goes quite a long way in Thailand though). My advice regarding qualifications will vary depending on which country you're in though as this impacts costs immensely - basically if you're from the UK you have a much easier time of it than if you're from somewhere else. Well, a much easier time of it regarding getting decent qualifications for cheap/free, at least.

You can't get welfare while you're studying unfortunately. I'm in the shitty spot where I get less government bux than undergraduates as masters degrees attract less government money, but yet I can't claim welfare from other sources as I'm a student. Hence why I can't afford my own room.
