Maybe it sometimes happens, but I don't think I've ever seen it. If you classify blacks as ethnics, then I remember a case of some single black guy adopting a teen white boy, but that's all. The fact that people shitting on interracial adoption only ever do it in the context of whites adopting nonwhites says a lot as to its rarity.

By and large, ethnics are much less willing to accept whites than vice versa, plus the power relations when the kid grows up would probably be weird.

I'm claiming the second, I very highly doubt that some ethnics on the other side of the world are on average experts on Euro phenotypes or anything (and this might've been me misunderstanding OP's post if it was meant to only be about ethnics in the West.) Still though, I've seen them often joke about how they can't tell us apart the same way we can't tell Chinese/Japanese/Koreans apart, and since I can't tell Europeans apart either despite living in one of the whitiest countries in Europe, I highly doubt someone who's probably never interacted with one IRL could.
