Probably because LCS and VCS were PSP games first and foremost, and the PSP wouldn't have been able to properly run a game the scale of San Andreas. The PS2 barely did it.

Wasn't PSP just a mobile ps2 thats why it came out 6 years after the pse and why developers continued to put their games on ps2 even after PS3 released

It couldve been a PS2 exclusive. I'm glad they didn't make a San Andreas stories though because it wouldve just been a cash grab with no new mechanics added
