Goku always have some empathy for villains and is so naive to the point he gave some of his power to Frieza (the same person that genocided his people, killed the namekians, killed Vegeta and his best friend Krillin), we can see how Goku believes in forgiving the enemy, he also believed Raditz's trick and was happy when he saw general Tao.
On the other hand, Kenshiro doesn't forgive villains even when they beg, he kills them with cold blood when they prey on the innocent, he even killed his friend Shin after he became evil and he intended to kill Amiba even after thinking he was his friend Toki.
So we conclude that Kenshiro is the actual smart guy here, while Goku just follows his emotions
