Not really. Evolution can occur fast in certain "extraordinary" conditions like nuclear accidents. In this case, Western utopic living conditions can be considered extraordinary when compared to the living conditions of wild animals (the ones who are studied and documented for evolutionary changes) so I wouldn't be surprised if Whites are evolving noticeably quicker now.
