Yes, it's possible, obviously. For example the "feral kids" who don't learn to talk before a certain age can never be taught a language as adults, but these cases are extremely rare. In most cases, not in the extremes, your upbringing doesn't set "hard" limits like your genetic potential does; with enough effort you could maybe turn your life around, or at least cope with telling yourself that there's a chance.
