Different countries have different definitions for when "adulthood" begins, but the thing we all agree on is that it should be when the consenter is responsible for themselves and not a kid anymore. Whenever the powers that be think that is.

It's actually 14-15. Puberty occurs around 10-14 for women, treating women like children throughout high school, college and simply life makes them unable to ever mature. In other countries they mature faster since life is not tutorial mode. No animal waits years after puberty to mate.
